I wouldn't necessarily call it a ripoff but I'd say it's definitely influenced by it.
I don't get this comic. Is this supposed to be a slice of life furry comic or some kind of sex education story using furry characters? It's weird that the anthropomorphic animals have some of the same characteristics as non-anthro animals. Presumably inter-species relationships are a thing in this universe, but if the partners have incompatible genitalia, how will that work? Such are the existential questions stupid comics raise.
I think it started out as slice of life and somehow got derailed into thinking way too much about animal genitalia. I have no idea

Someone gave it to us; it was professionally published similar to Antarctic but it's a company called Shanda Fantasy Arts that I think existed solely to publish stories about Shanda the Panda.

Yes it is the same guy!In fact both this story and the "Jer Bear NO" story are from different Shanda the Panda annuals. You'll note a character named "Yoyo" is referenced in this story; that's actually the bunny daughter in the Grateful Dead story.
Of course... Shanda, that's where I recall Mike Curtis. A friend (who died a couple of years ago) did some work for him on one of the Shanda books. My friend was glad that Mike got the Tracy gig.
